Can election manifesto promise ‘Bharat Ratna’?

CHENNAI: Can an election manifesto of a political party promise about conferring India’s highest civilian honour Bharat Ratna award to any person?
This is the question in circulation because Bharat Ratna is awarded to a person by the Government of India, the cabinet decides, presented by the President of India to a distinguished and eminent person for his contributions to the country in any of his or her chosen field.
To decide, to confer and to award Bharat Ratna will have to be decided by the Union government and it should not be a poll promise in a manifesto. 
Certainly such things must be avoided while drafting election manifesto by any political party for that matter. Otherwise it only creates a major embarrassment since the top honour is on behalf of 130 crore Indians and not on behalf of a political party. Bharat Ratna is not a subject for manifestos of any political party.
